To accomplish this, the Ministry of New and Renewable Energy has developed an Approved List of Models and Manufacturers (ALMM) for solar photovoltaic (PV) modules. What is the Approved List of Models and Manufacturers (ALMM)?
The ALMM is a list of solar PV module models and manufacturers certified by the Ministry of New and Renewable Energy. Only manufacturers of the listed solar PV models and modules can be used for solar projects in India. The ALMM includes government initiatives, programs supported by the government, projects run by the government, initiatives under government control, as well as open access and net metering initiatives.
Why was the ALMM introduced?
The main goal of developing the ALMM was to guarantee the quality of solar panels and the reliability of the manufacturer. To achieve the target of generating 500 GW of renewable energy, India needs to boost its current level of cell manufacturers, which is around 3 GW. By promoting the domestic production of solar modules, the ALMM ensures the survival of Indian module producers and generates employment opportunities.

How does the ALMM work?
Manufacturers of solar modules can have their modules or panels listed in the ALMM, both domestically and internationally. To be enrolled, manufacturers must have a product and performance certificate from the Bureau of Indian Standards (BIS). The ALMM also includes certification for the process, manufacturer, and manufacturing facility, while the BIS ensures product quality certification.
The validity of a listing on the ALMM is two years, and the MNRE periodically updates the list. The latest list, released on 27th Feb 2023, includes 91 module manufacturers, with 16 new names added to the previous list of 75 manufacturers. The new additions have added 1000 MW of capacity to the total manufacturing capacity of India.
It’s worth noting that under the ALMM order, manufacturers and project developers must use the list. Any projects built under government programs must use modules made by ALMM-registered companies. Deviating from this standard will incur penalties and not receive final approval. Additionally, the government subsidy programs require the use of Domestic Content Requirement (DCR) Solar Modules.

The latest ALMM list was published in January 2023, and it includes 89 solar module manufacturers, up from 75 in the previous list. The 14 new debutants on the ALMM are:
